周美芬简介

拿汀巴杜卡周美芬，于1999年及2004年两度中选为马来西亚国会议员，并于2009年受委为国会上议员直到2010年因坚持原则辞职为止。曾先后出任马来西亚妇女、家庭及社会发展部政务次长(2004年至2008年)、副部长(2009年4月至2010年4月)及马来西亚华人公会(马华公会)全国妇女组主席(2008年10月-2010年4月)。

• 2004年荣获“马来西亚十大杰出青年”奖;
• 2006年获母校台湾政治大学颁发“马来西亚杰出政大人”奖。

Profile on CHEW MEI FUN

Datin Paduka Chew Mei Fun was twice elected as Member of Parliament in 1999 and 2004, and was appointed Senator from 2009 to 2010 when she relinquished her Senatorship on ground of her political conviction. She served as the Parliamentary Secretary (2004 to 2008) and Deputy Minister (April 2009 to April 2010) for the Ministry of Women, Family and Community Development, Malaysia and the National Chairwoman of Wanita MCA, the women’s wing of the Malaysian Chinese Association (MCA), the largest Chinese-based political party and part of the governing coalition (October 2008 to April 2010).

• in 2005, Chew Mei Fun was conferred the title of Datin Paduka (DSIS) by His Royal Highness the Sultan of Selangor.
• in 2004, Chew Mei Fun received the Malaysia Top 10 Outstanding Youths Award.
• In 2006, Chew Mei Fun received the “Outstanding Malaysian Alumni’ by her alma mater, National Chengchi University of Taiwan. 

带动妇女，积极推动提升妇女地位的计划

参政期间，积极参与妇女运动，受委为政务次长前曾受妇女、家庭及社会发展部部长拿督斯里莎丽扎委任领导马来西亚华裔妇女领袖核心委员会，负责华社妇女组织与政府部门的联系与交流工作，成功带领非政府妇女组织针对国家妇女政策进行研讨并向政府提呈备忘录，并在部长的全力支持下成功为国内妇女组织申请政府拨款及展开各项有利于提升妇女的计划与活动。

During her political career, she was actively involved in the women’s rights movement. Prior to her appointment as the Parliamentary Secretary of the Ministry of Women, Family and Community Development, she was appointed by the Minister of Women, Family and Community Development YB Dato’ Seri Shahrizat Abdul Jalil as the Chairwoman of the Malaysian Chinese Women Leaders’ Caucus with the responsibility of promoting liaison and exchanges between women’s organisations of the Chinese community and the Ministry. She has successfully led Non-Government Women’s Organisations to deliberate on national women’s policy and submit memoranda on women’s issues to the authorities. In addition, she, with the support of the Minister of Women, Family and Community Development  has assisted women organisations in the country to secure allocations to fund their programmes and activities aimed at empowering women.

《回应大时代》--- 记载了周美芬带领马华妇女组时所缔造的一些成果和贡献

在担任马华公会全国妇女组主席期间，带领马华妇女组推动《7大方向，5大计划》，以政策倡导，专业问政，强化并专业化妇女核心任务，培训妇女辅导志工百余人，在全马成立31个妇女、儿童援助辅导单位，成立马华妇女企业发展中心，工作成绩详载于马华妇女组出版物《回应大时代》内(全书内容转载于www.chewmeifun. blogspot.com).

During her tenure as National Chairwoman of Wanita MCA, she led the wing to launch the 7 Objectives and 5 Plans, a guiding policy for Wanita MCA, promoted professionalism in political participation, strengthened and professionalised the core missions of women, trained over 100 women as volunteer para-counsellors, set up 31 women and children aid units nationwide, and founded the MCA Women Entrepreneur Development Centre. Championing  women’s rights is always a goal which Chew Mei Fun is striving to achieve.

创设志工团，推动系列社会福利计划以及救灾筹款活动

在创设并领导以救灾为主，推动社会福利为辅的马华志工团期间，成功申请成立志工团基金会，在国家科学、工艺及革新部的支持下，基金会成功开发国内首个“志工管理系统”，成立志工团医疗队，拥有3辆的流动诊所，成功带领多次的救灾行动，也多次发动为发生于中国、台湾及外国的灾难进行筹款，2009年5月25-27日带领团员拜访中国四川省汶川地震灾区映秀镇，都江堰和大邑县等地区，也和海外救灾单位如台湾科技灾害防治中心有很好的联系。

She had founded and led the Crisis Relief Squad of MCA (CRSM) which is mainly involved in crisis relief and social welfare efforts. Under her leadership, CRSM successfully formed the CRSM Foundation. The Foundation developed the first Volunteer Management System in the country with the sponsorship of the Ministry of Science and Technology and Innovation, and founded the CRSM  Medical Team. The team is equipped with three mobile clinics and has taken part in many relief efforts and fund raising drives for disaster-stricken areas, including China, Taiwan and other parts of the world. From 25-27 May 2009, the team visited the earthquake-hit Ying Xiu town, Dujiangyan, and Dayi County in Wenchuan, Sichuan Province, China. It has also established close rapport with overseas crisis relief organizations such as the Science & Technology Centre of Disaster, Taiwan.

积极推动妇女保健活动，举办子宫颈癌醒觉运动

有感于女性对预防子宫颈癌的醒觉不足，从2008年开始在全国举办子宫颈癌醒觉运动，成功在一年里吸引千余名女性注射子宫颈癌疫苗，并积极游说卫生部加速落实为学生进行免费疫苗注射的政策，获得卫生部长拿督斯里廖中莱的全力支持，于2009年获得了内阁的批准拨款1亿5000万令吉，从2010年中已开始为全马13岁女学生提供免费注射。

Recognizing the lack of awareness of women on the prevention and treatment of cervical cancer, Chew Mei Fun launched a nationwide awareness campaign on the disease in 2008. Within the short span of a year, the campaign attracted over 1,000 women in receiving cervical cancer vaccination at concessionary rates, and this had convinced the Ministry of Health to expedite its policy on the provision of free vaccination  for female students. The policy received the full backing of the Health Minister YB Dato’ Seri Liow Tiong Lai. In 2009, the cabinet approved a sum of RM150 million for this purpose. Free vaccination has been given to girl students aged 13 throughout the country since mid 2010.

2010年4月8日，周美芬基于个人所坚持的政治原则，毅然宣布辞去马华妇女组主席职位，并于同年4月28日辞去上议员与副部长职位。现于拉曼大学修读硕士，并成立了擎天方略有限公司，为企业策划与主办市场行销计划与活动。辞职后的周美芬对于妇女权益议题仍然念兹在兹，于2010年获得马中友好协会的支持，策划并筹办《百年回眸，风华策动 – 国际妇女节百年庆典文化盛宴暨马中亚太区女性经济高峰论坛》。

On 8 April 2010, upholding her political convictions, Chew Mei Fun resigned as the Chairwoman of Wanita MCA and subsequently relinquished her Senatorship and Deputy Minister post on 28 April 2010. She is currently pursuing a master’s degree at the Universiti Tunku Abdul Rahman (UTAR) and has formed i Peak Sdn Bhd which provides corporate planning and marketing events services. 

After her resignation, Chew Mei Fun continues to pursue her vision in championing the rights and interests of women. 

In 2010, she gained the Malaysia-China Friendship Association support to take full charge of the  planning and organizing of the 《Malaysia-China-Asia Pacific Women’s Economic Summit - 100th Anniversary Of International Women’s Day: 100 Years In Retrospect, Women Continue To Drive Progress》.
